Who Are We

Who Are We

Industry Capability Network (ICN) was established in 1984 as the Industrial Supplies Office (ISO) in Victoria, with the model quickly adopted across Australia and New Zealand. From the outset, ICN’s purpose has been clear: to ensure local businesses are given full, fair and reasonable opportunities to participate in major public and private sector projects. This principle is now embedded in legislation through the Australian Jobs Act 2013.

For more than 40 years, ICN has played a central role in removing barriers to participation for small and medium enterprises, improving procurement practices, and strengthening domestic supply chains. In the Northern Territory, ICN NT works closely with industry, project proponents and government to deliver value-for-money outcomes by promoting local content and building capable, competitive supply chains.

ICN NT operates as an independent, private not-for-profit organisation, established in 1987 by the Northern Territory Government, the Chamber of Commerce Northern Territory and Master Builders NT. This governance model enables ICN NT to act as a trusted and impartial partner to both industry and government, with all revenue reinvested back into ICN NT to enhance its systems, services and capability in support of industry, project proponents and government.

We support project owners to meet procurement and policy requirements, including the Australian Industry Participation (AIP) framework and the Northern Territory Government’s Territory Benefit Plan. At the same time, we help local businesses better understand upcoming opportunities and position themselves to compete effectively and win work.

Our team of industry engagement specialists works across key sectors including mining, oil and gas, defence, energy, construction, renewables and government. Through platforms such as ICN Gateway, Insights and Perspective, we connect buyers with capable suppliers and deliver data-driven insights that enable smarter procurement decisions and stronger project outcomes.

Our vision

To be the primary enabler of local business participation in a growing and diversified Northern Territory economy.
